16+1 MEETING OF HEADS OF GOVERNMENT RIGA, LATVIA 05 - 06 NOVEMBER 2016 The 16+1 Meeting of Heads of Government was launched by the People’s Republic of China with the goal of strengthening the cooperation with the 11 EU Member States and 5 Balkan countries listed below: • Albania • Bosnia and Herzegovina • Bulgaria • Croatia • the Czech Republic • Estonia • Hungary • Latvia • Lithuania • Macedonia • Montenegro • Poland • Romania • Serbia • Slovakia • Slovenia The cooperation focuses on the fields of investments, transport, finance, science, education, and culture through improvement of infrastructure, high technologies, and green technologies. Since the first Summit in 2012 in Warsaw, Poland, the chinese Prime Minister introduced China’s Twelve Measures for Promoting Friendly Cooperation with Central and Eastern European Countries on which the 16+1 format is based.
