Media and Communications Officer - IOM

Location: 
Erbil, Iraq

Context:
Under the overall supervision of the Chief of Mission, the direct supervision of Programme Support Unit Coordinator, and in collaboration with the Director of Communications and Media and Communications Division in Geneva, and the Regional Media and Public Information Officer at Regional Office (RO) Cairo, the Media and Communications Officer (MCO) is responsible for
the formulation and implementation of communications strategies to promote IOM Iraq and raise awareness of migration issues both nationally and internationally.

Core Functions / Responsibilities:

1. Develop and implement a public information strategy for IOM Iraq to prominently position the organization as a lead humanitarian agency with donors, partners, media agencies and the Iraqi public.
2. Manage Public Information Department staff to gather, prepare and disseminate public information on IOM activities in the country, both in writing and verbally, for international and national audiences.
3. Coordinate with Media and Communications Division (MCD) Headquarters (HQs) to expand the use of IOM’s Community Response Mobile App to ensure digital consent forms are captured and stored for all photo and video products from the mission and to generate video content appropriate for social media.
4. Engage and support the development of project proposals and reporting to incorporate considerations regarding communication outputs and relevant budgets.
5. In close coordination with the Mission Coordination Unit and program managers for the Iraq Mission, write, edit and produce timely public information material for IOM’s bi-weekly press briefing notes, global and country website, social media, newsletters and other media channels in clear and concise English.
6. Advise IOM Chief of Mission, media focal points, program managers, heads of sub office and other staff in the country on media, public information, event management, visibility, media and communication issues.
7. Produce content in the form of human-interest stories from the field, photographs and video clips for an international and national audience; oversee and review public information content produced by public information staffs work.
8. Support the development and dissemination of appropriate communications and media resources for crisis-affected communities in the specific country context.
9. Conduct field media enquiries and be available for interview on print, radio and television.
10. Provide internally coordinated guidance and talking points to colleagues in the mission and HQ and RO Cairo regarding on-going media requests and interview opportunities, when necessary.
11. Ensure that there is appropriate gender awareness in all IOM communications.
12. Develop and strengthen links with international and local media in the region to promote IOM’s work and reputation.
13. Initiate and manage Media and Communications (M&C) events designed to raise IOM’s visibility in the country. Assist Chief of Mission to represent IOM at events that contribute to IOM’s visibility.
14. Liaise with media counterparts in governmental and non-governmental partner agencies. Participates in the national UN Communications Groups and relevant interagency media and communication working groups to encourage information flow across agencies and to develop complementary media strategies.
15. Manage visibility budgets for donor projects and identify priority areas to fulfil visibility requirements.
16. Supervise Public Information Department staff, including public information assistants, national media and communications officers, and consultants. Identify and fill department Human Resources needs.
17. Take responsibility for management of IOM Iraq social media accounts, and content from IOM Iraq on IOM Media and Communications platforms– and ensure content is appropriate to IOM standards and guidelines (including videos, stories, photos).
18. Plan and strengthen management aspects of public information including human resources.
19. Perform such other duties as may be assigned.
