ALICE
The Justice and Home Affairs (JHA) Council brings together Justice ministers and Interior ministers about once every two months to discuss the development and implementation of cooperation and common policies in this sector.
The creation of an Area of Freedom, Security and Justice, is a key aim of the EU Treaty. Most of the matters in this field are decided by unanimity with a consultation of the European Parliament. Some matters however (visas issues and judicial cooperation in civil matters) are decided by qualified majority, in consultation or in co-decision with the European Parliament, depending on the matter.

The Justice and Home Affairs Council (JHA) under the Hungarian EU Presidency will meet in Luxembourg this Thursday and Friday, 9-10 June 2011
Home affairs ministers are expected to discuss outstanding issues regarding Frontex rules (the EU's external border management agency), The Council will then discuss a number of migration related Commission communications.
The presidency intends to hold press conferences on 9 and 10 June, both around 13.00 CET.
Eurovision Special Events is establishing production and transmission facilities in Luxembourg, including:
Standup positions for live programme inserts
Tape playout (multi-format)
Connectivity to the Eurovision Global Network

Home affairs ministers will discuss outstanding issues to amend the rules on FRONTEX, the EU's external border management agency.The
goal of the Hungarian presidency is to reach agreement on the proposed regulation still in June, as required by the European Council in March 2011.
Concerning migration, ministers will discuss a number of recent Commission communications: on migration and asylum in the EU in 2010,
on a dialogue for migration, mobility and security with the Southern Mediterranean.
The Council is expected to adopt conclusions on the latter, as well as on the proposed EU strategy on readmission. In addition, ministers will discuss the state of play regarding a proposal.
