With its flood defenses strained, the crippled city of Houston anxiously watched dams and levees Tuesday to see if they would hold until the rain stops.
The human toll continued to mount, both in deaths and in the ever-swelling number of scared people made homeless by the catastrophic storm that is now the heaviest tropical downpour in U.S. history.
The city’s largest shelter at the Convention Center was overflowing when the mayor announced plans to create more space for thousands more people by opening two and possibly three more mega-shelters.

The city of Houston has been hit by catastrophic flooding as tropical storm Harvey continues to batter the state of Texas with heavy rain.
Nearly 2000 people have been rescued with many volunteers using their own boats to assist city and state officials. Many shelters have been set-up, including at a convention center.
Harvey, which was downgraded over the weekend to a tropical storm, overwhelmed Houston and the surrounding area with more than 20 inches of rain in 24 hours. "This event is unprecedented & all impacts are unknown & beyond anything experienced," the National Weather Service tweeted.
The area could receive a record 50 inches of rain by week's end, the weather service said.
