The Russian President Vladimir Putin is to pay an official visit to Brazil, following visits to Cuba and Argentina. He will attend the closing ceremony of the World Cup, where the Brazilian president, Dilma Rousseff, will hand over responsibility for the next tournament to Mr Putin.
